Merced man with no legs Tased twice by police

Were Merced police justified in twice Tasering a legless man in a wheelchair, then letting him lie on the ground with his pants down? Merced resident Greg Williams, 40, says police officers were out of line when they Tased him and arrested him earlier this month. Charges have been dropped, and police are conducting an internal investigation.
